When he is with the cop at the shrine where his dad killed himself, there is a decomposed corpse on the cross, his dad’s fresh body lying in front of it. Who was that? Did his dad somehow get his mom’s body and put it up there?

His dad went crazy in his desperation and hung the dog up (after killing it as a sacrifice for his wife) in the same way the soldier whom he encountered and shot in the war before was strung up on a cross and left for dead. Can't imagine how much traumatizing it must've been to young Arvin to lose all 3 family members on the same day in that fashion.
End of the movie, you can see him burying Jack's skull and bones after taking it down. Sebastian Stan did say, "I don't think anyone's going to touch it" when young Arvin asks him who'd bury his dog and it looks like no one did over the years.
