WTF was the point of the chick in panties?

No nudity in a film with (mostly) hot trailer trash women was bad enough, but then there’s a scene where a woman pulls off her jeans shorts to help climb out of the water onto the roof of a sunken trailer home, but instead of the camera focusing on a close up of her wet panties or at least giving us a clear view of her, the camera is always angled so we barely get a glimpse. WTF? Why waste our time? What was the point of pulling off her pants?
