Solid movie; underrated

I don't get the low ratings for this movie. What's the problem here? I like the tension, the drama, and the ideas underneath the whole thing. Pondering the committee's decisions is very compelling stuff.

The only thing I can think of is that the script had the potential to hit the closed-door thriller heights of films like 12 Angry Men and it's nowhere near that good. Is that it? It didn't hit lofty highs?

As far as I'm concerned, it deserves far more than 5.7 on IMDb.
