Why didn't Flash just play the Brad character also?

While I have always thought the class could benefit from a cool jock type as a bully... I don't see why Brad's character couldn't have also been played by Flash. Flash definitely needed a little more development... and for some unforeseen reason Brad disappeared in the end anyway.
