Hoffman's radar tip-off in Season 2

All he did was point out the obvious: you want a radar capable of detecting a periscope. How wide is a periscope? 10 cm. Hardly sensitive information. I imagine the scopes on US submarines would be of similar thickness. So develop a radar capable of detecting a US periscope, and they should be fine. Why they needed a German to tell them this is beyond me.
