The Code (spoilers)

It seems that The Utopian makes no distinction between killing a super-powered villain incidentally in the course of trying to save innocent lives, which appears to have been the situation his son found himself in during the first episode, and summary execution of a defenseless villain, which is what the son pulled back from during the last episode. Morally, they are completely different acts. Was "The Code" given to them by the Jupiter entity that gave them their powers?
