I'm confused about the timeline...

My assumption was that Frank's family was killed not long after the incident where the Afghan policeman who discovered the heroin trafficking was killed. And that he became The Punisher shorty afterwards. Yet some material seems to indicate that Operation Cerberus was from years ago, so why would they come after Frank several years later?

And since Madani just returned from Afghanistan at the beginning of the Punisher, are we supposed to believe that she spent years looking into this before they transferred her? Because the way it's treated in the series, it seems like her partner was just killed in Afghanistan fairly recently. How long ago did Russo leave the team before the incident happened and found Anvil? It seems all this happened far too quickly.

Is there an accurate timeline anywhere?
