What didn't the FBI agent see?

After the law-drillers confrontation is defused, one of the deputies says to the FBI agent, "You didn't see it...you didn't see it!" See what?

The deputy was a hundred percent certain the law-drillers were taking up flanking positions. He knew something bad was about to happen. The FBI agent defused the immediate crisis but failed to see the suspicious behavior of the law-drillers.

What he was shouting about just a few seconds prior.

They were surrounding Jane and the others strategically.

Jane didn’t see it because he wasn’t a great FBI agent, or didn’t have the experience.
