Spoilers: cop guarding the hospital ward

Spoilers ahead.

Why does Ray have a policeman outside his room and why is he handcuffed to the bed? It's not as if he's a terrorist or murderer etc, all he did was jump out of cab to dodge his fare.

I don't know about the US but here in Britain the police is so understaffed they would never bother to put a constable on hospital ward duty unless it was somebody highly dangerous with a hit out on him.
