Why didn't the guards (spoiler) ...?

When the little boy was in the yard stating at the dog why didn't the guards shoot him? Or at least have someone collect him?
After the shot his guardian they just turned out the search light and left him to his own devices 🤔

That said, I thought it was a really well told story albeit heart breaking. We can never imagine the horror and the choices people had to make x
