Neil Hughes

Isn't Neil Hughes from the 7-Up series at least sort of a celebrity in the UK? Why would the writers of Grantchester give one of their characters the same name? Especially a villainous character? And why keep repeating the name in the episode? Do they dislike Neil Hughes or something?
