If the law only encourages school administrators to act, then I would be less resistant to it. But I do not want the FBI (or local police) going into the public schools and arresting kids because they call each other names. The police have better things to do and if that ever happens then I hope it's challenged in court.
You have to take each event on a case-by-case basis. A one size fits all punitive law would wind up being unconstitutional.
