I honestly don't mind it being shot in Montreal. But I do at times find it odd that all the cops speak English and most without any Francophone accent. As well, I find it odd to have dispatches solely in English. That said it is nice to see a show set in a City other than Toronto or Vancouver. But now that the French version of 19-2 is on Netflix (in fact I am watching it as I type), it does seem better and more realistic as a subtitled series.
However, really with Canada only having three huge metropolises, you almost have to put a cop show in Toronto, Montreal or Vancouver as it would have the most "action". Setting 19-2 in Winnipeg or Edmonton, just wouldn't work out well. That said a different show, say along the lines of a Rookie Blue certainly could work in Winnipeg, Edmonton etc. It all depends on the story, the script and the tone of the show. I am the son of a city cop in Western Canada (I don't want to reveal too much personal info) and 19-2 and all cops show rarely show the realities of policing. My Dad says his shifts likely contained 25% "action" and 75% driving around in circles around his district. Real policing outside of the three big metropolises, likely would be boring.
At least the French 19-2 (I forget about the first episode of the English version, but I suspect it is identical as the French version is nearly word for word and shot for shot identical, except with a different cast except for Tyler), has a scene where they are assigned to the "speed gun," which really is part of the less interesting part of policing. So I give them credit for doing that, as you'd never see Law & Order (even before it became Law & Order: Homicide Division) running radar or Blue Bloods doing surveillance for 8 hours on a house that never moves.
