Why is there still so much HAMMER tech around on the black Market??

Justin Hammer was arrested back in Iron Man 2, so I imagine there was a lot of chaos within the company after that. Someone on the inside could have made a profit by selling weapons during all the craziness and his/her channel has yet to be discovered. Personally, my theory is that Moses Magnum bought Hammer and is supplying the weapons for his own goals.
