I can't say for sure, but based on the timing mentioned, I believe it's the episode "Code of Honor". Couldn't tell you the specific line, though.

It is hilariously and offensively bad...and not because of the overblown "tribal Africa" issue. The execution of the entire episode is piss-poor, from beginning to end. None of the performers have any charisma, be it regular cast or guest cast. The early scene where Yar decks the "tribal dude" just for basically looking at Picard wrong, is so bad, it is hilarious. :-)

This is one of the few episodes the cast and crew spoke out against. Gates McFadden (who played Dr. Crusher) called the episode one of the most sexist they ever had. Executive producer Michael Hurley called the episode "absurd."
