Apollo episode: the fish in Bright's drawer

At about 27 minutes in, Bright opens his desk drawer to find a fish wrapped in paper. The first time I watched it I wondered, who is telling him that someone sleeps with the fishes? Did anyone else wonder about that?

I just rewatched it and realized the fish was wrapped in a poster for his pelican tv spot, so it must have been just a dig at him.
