During the final battle that is. Is there even a combination of original power holders to some how make that possible? Because I'm pretty sure there isn't and I'll have to chalk this up to bad writing.

The Mighty Morphin Rangers would've been utilizing the original Dino Power Coins which were never destroyed, those being:
Red Ranger Jason: He was given his back from Rocky at some offscreen point during Zeo or the Turbo film's climax, we see by "Forever Red" he's had it repaired good enough to be able to morph.
Black Ranger Zack: We saw in "Always a Chance" that Adam still held on to the original morpher and Power Coin which had been repaired by "Once a Ranger", having given it back to Zach by now (as the same person can't be Mighty Morphin' Black and Green Zeo Ranger).
Pink Ranger Kimberly: Remember Kim gave Kat her second Power Coin, not her original.
Yellow Ranger Aisha: She too would still have the original Power Coin for this color.
Blue Ranger: Billy
Notice we only see four of the Zeo Rangers and if we go by the indication with Tommy back in "Forever Red", these heroes also got at least one more morph in 'em, also excusing hold-overing Rocky and Adam from their prior colors with the possibility that they eventually give the original Power Coins back to Jason and Zack.
Zeo Ranger IV Green: Adam
Zeo Ranger III Blue: Rocky
Zeo Ranger II Yellow: Tanya
Zeo Ranger I Pink: Kat
As for the Turbo Rangers, they could be the robot doubles, but do keep in mind 1; we only see all five before TJ and Cassie get to the ground in their Space forms, meaning they could've transitioned/changed on the way down and 2; we know from "True Blue to the Rescue" and "Forever Red" their powers weren't gone forever. The team on the mountain sure as heck can't be the first Turbo team as Adam, Kat, and Tanya are assuming their Zeo forms, so we're left to choose the robot doubles or the second Turbo team before TJ and Cassie "change clothes". Notice we don't actually see the Space Rangers lined up on the mountain.
Now in all the mountain shots we don't actually see any of Tommy's prior forms, other than Red Turbo Ranger which is either TJ or his robot double. Notice both Green and White Ranger are excluded from the Mighty Morphin' team, Red Zeo Ranger is excluded from the Zeo team, and Black Ranger is absent from the Dino Thunder crew. Tommy most likely still has his original Tiger/Dino White Power Coin which was never actually destroyed, hell we even see him briefly utilize Saba, while the Green Power Coin was left in the past with his clone (some believe possible ancestor) Tom.I've held a silly little fan-theory ever since learning of how JDF was returning as Tommy that the unified Arrowhead he attained back in Zeo was a secretly reformed Green Power Coin and perhaps with that is how Tommy could once again morph. Grain of salt just an overly-thought hypothesis.
