What was the damn Pact?

Maybe I wasn't paying close enough attention but I didn't see any pact. Did I miss it? Was it implied? What was the damn Pact and who was it between?

The only thing I can think of is the sister had a pact with the murderer brother to let him stay in the basement and kill people. That's the only pact that would make sense but I didn't notice it in the movie. Are we supposed to assume that's what happened or did I completely miss something?

The mother sounds like a nut. So she has enough love to defend her psycho killing brother but not enough love to make sure that her kids are safe from psycho killing brother who actually did end up trying to kill them all once adults. It's almost as if they gave the mother two totally different character traits. Love enough to care for her brother and by what? Endangering her small children by keeping him in the house with him.

I keep thinking the cross was involved in the pact, not sure how though.

What I don't understand is how people are certain that the murdered woman Jennifer was not Annie's mother. Where in the movie is that disproved?

To me it is most logical this way? If Jennifer was a random victim, why was it then important that Annie should have the cross? Obviously Annie's "mother" (the bad woman) insisted that Annie should have it.

People just assume that Annie was the product of incest. The incest and what followed would then be "The Pact". But I don't buy it.

I think that Jennifer was Annie's mother. The pact concerned the circumstances of her death when Annie was an infant. Judas killed her, or they killed her together. Maybe the pact then was Judy being allowed to keep the child and in turn cover for Judas all the following years.

Also, "film logic" tells us that Jennifer was Annie's mother because Annie feels a strong attraction to her, and a strong aversion towards Judy the bad mother (stronger aversion than her sister had!).
