The Wrap: "Quietly Dazzling Sci-Fi Drama Creates a New Kind of Genre"
https://www.thewrap.com/vesper-review-kristina-buozyte-bruno-samper/

"This European-made, English-language production mixes modern young-adult fiction with the rhythms of the European arthouse... the filmmakers give priority to the unconventional, staging chases and showdowns with an emphasis on dread (and a look book pulled from 1970s Italian horror). Not wholly cerebral nor fully a spectacle, “Vesper” takes the best of both, tapping into a distinctive wavelength and inviting the viewers along for the ride. Call it Vibe Sci-Fi."

IFC will release “Vesper” in the United States on Sept. 30.

Available on Prime video.

High production values but shit story. Just not worth the time. Sad when a movie gets made that clearly had the budget but is wasted on a nonsense story that just bores the audience.

funny that you say that - its the exact opposite
small budget and they made the best out of it

This wasn't a Hollywood movie it was a French film. Compared to other films made in France it has a decent sized budget. Average budget for a French film is about 3 million this one had a 5 million budget. So small by Hollywood standards but no by French standards. The problem is they didn't put enough money into the story.
