The tombstone *Spoilers*

Who the hell paid for and organized Scott's burial site/tombstone? I mean, even if he has life insurance, surely someone would have to claim it in order to do that? And why a grave? Based on that grinder he falls into, I doubt there was much of a corpse left to bury. I love this game, and have played it a few times now to get most of the endings, but this aspect confuses me.
