Why does 5-0 LET crime run rampant?

EVERY TIME, and I mean EVERY TIME they get a lead for a criminal it's like part of a HUGE crime syndicate that they KNOW all the details about.

For example, there is a crime that happens, does not matter what it is. They figure out it's from some sort of organized crime. And they say "Of course they have been doing all sorts of illegal activity." Umm if you know of them why not bust them sooner!?
