what was the point of Sharlto Copley character

Having watched the movie (it's pretty poor), what was the point of Copley character in the movie? He is barley in the movie and I do not understand his motivation? He seems to be a decent cop and tries to arrest Shelby, then briefly tries to strangle her, the accidently is killed. You could cut his character out of the movie and it would change nothing.
