They'd have to be at least acquainted for the snakehead to even recognize the hawaladar's ticket and know its full value, just from a smiley-face.
Besides, neither the hawaladar nor the snakehead would've wanted Monday dead - it was Mr. Lin, the gambling den owner.
It's easy enough to imagine that Mr. Lin sent his own ticket for Monday's assassination, and the assassin happened to be sudoku guy. Sudoku guy could easily be the hawaladar's hit man, just freelancing.
Regardless, everyone involved would want it known that doing what Monday did brings prompt consequences.
