Are people allowed to leave the Commonwealth?

Elites wanting everything to go back the way they are, peasants and upper class folk. Lol, so stupid that people would want to stay around there, especially the Blue Collar folks. When people were as individuals things were more equal and shared amongst each other. Instead we're getting people secretly revolting and calling for equality.
