Seems that nothing even comes close. For example "Blacklist" has similar IMDB rating (8.2 vs Justified 8.7) but I watched a couple episodes and it is just garbage, insulting to one's intelligence if one has any.
shareHap and Leonard premieres early next year on Sundance, and I'm quite certain fans of Justified will want to watch this show.

Have you tried Outsiders? There is nobody nearly as good as Walton Goggins' Boy, but it's a pretty good show. WGN America. The first season is almost over. Hap and Leonard is pretty good, too, but again, a show with out Walton Goggins is like a day without sunshine!

but a show no one else has mentioned that is quite good is Lilyhammer

You might consider Bosch.
Then again, in case you went for The Blacklist because it offers some kind of cat and mouse premise between two opposites, which is the case in Justified as well, you might give The Bridge a try (okay, it is not running anymore, but it has two great seasons).
