Why change the marble benchtops but leave those awful tiles?

The tiles look like they have a horrifying mould outbreak in the grout. Are they supposed to be like that?

What an awful look, they'd be gone long before the benchtops in my renovation, yet they kept them? I liked the wooden tops, but would change those wall tiles at the same time.
