First they argue that bottled water is simply tap water, and comes from municipal sources. But then they argue that municipal water is tested heavily, while bottled water is unregulatd. If bottled water is just tap water, it would be regulated just like all of the municipal water. Am I missing something?

Municipal water (tap water) is tested several times a day. If a company takes water from the same aquifer using their own pumps and wells it basically is the same water, but they don't have to test it at all as it doesn't enter the supply system.

If they take water directly from the tap and bottle it, it was tested before it entered the water supply system (according to the regulations), but it hasn't to be tested by the company again. There could be a lot of sources for contaminations at the filling plant. Same goes for a private household. Someone could have, e.g., lead lines in their house, hence have lead in the water that wasn't there before the water entered the supply system.

When claiming that bottled water is tap water, it doesn't necessarily mean that the bottling company took the water from the tap, but that it too, just like municipal water, was taken from an aquifer. Therefore it contains the same minerals as tap water, but, as mentioned in the documentary, doesn't have to be tested.
