Could someone please explain the ending please....

The patch on the doc's hand, as well as his comments to Kilmer, indicate that it did indeed happen. So, can anyone explain? Otherwise, this movie was totally ruined by a nonsensical ending.

Actually, within my interpretation, I perceived the experiment to consist of a representation of how people will act if Global Warming is not assuaged or truncated soon. Notwithstanding my personal sentiment on the notion of man-made 'Global Warming,' I was under the impression that the chaos throughout the experiment consisted of the scientist's extrapolations of human inclination, action, and behavioral dynamics pertinent to what the world should 'expect' if we don't stop proverbially 'destroying the earth.' I do not think this is the primary/cardinal aspect of the film's essence, but as per what Kilmer conveyed, this is how I perceived the Global-Warming incorporation. Who knows, though...

For what it is worth (and who but the writer/director knows). The cops ONLY evidence that the steam room in the hotel was made into car parking was from the Custodian/Manager. I thought that meant that the guy who said that was in on it (ie the nail gunner).

The cop didn't check to see that the car park was there. He was too quick to dismiss the clue thinking that the guy was mad and he just wanted to get to his date.
