Beards on US Officers...?

Since when did the US Navy allowed their officers to sport beard during WW 2? Yet an admiral and a submarine commander have one! Poor, poor. This turned me off.

And was the command to load torpedo tubes and open outer doors given at the same time? If so, it seems to me the sub would flood and sink!
