This is how I see it. The Riddler. He's not a demented psychopath like the Joker; he's a gentleman, and like Batman, the Riddler is only a disguise. The character walks in broad daylight, and that is such a unique trait for a villain. I also see Mad Hatter playing as a minor villain because he has access to technology and drugs: halluciagens and mind control. Stuff that the Riddler may take interest to. Also Harley Quinn, the Two-Face equivalent in build up and importance. As a reporter she interviews the Joker while he spends time in Arkham waiting for death row. She gets too entangled in her work that she begins to become a sadistic psychopath.These villains work in relation because they're all persons with some infatuation with costumes and are all dark characters layered with broken pasts.
