Despite the fact that Jackie was indeed high, how did O'hara know? She showed no outward signs of being high and it seemed that O'hara only accused her because of all the stuff Zoe told her that occurred when she moved to England. Prior to that, she had no idea.

O'Hara said she knew how Jackie looked when she was high. When she relapsed after her year of sobriety, and at the end when she relapsed after her probation, she did have a distinct "fuck it" sort of insolent glow. O'Hara knew her so well she could pick up on that.
