While Eden Lake was certainly an effective film, I take exception that people include it on a list of "evil kids" movies. For me, a kid stops being a kid the second they have the slightest chance of kicking my ass in a fight. The "kids" in Eden Lake looked high school age, and I wouldn't want to mess with a couple of them.

Add Case 39 and The Devil's Child to the list pretty good for evil kid movies.
It's not a classic horror film exactly but the best by far -- especially as it meditates on REAL historical events -- is the German film The White Ribbon. Sorry but it makes films like this one look like stupid screenwriting games played by screenwriters in their 20s. The White Ribbon asks real-world philosophosical questions (and the kids do some very nasty things) about how a particular generation can turn out a certain way.
