and even eh he was like hispanic, then why do they accept brown people but not black people? I never understood that part.

Can't answer the SOA specific question but gangs normally delineate along racial and/or ethnic lines. I will offer speculation for SOA in that they were just being pragmatic to maintain a core membership to keep from being vulnerable to other gangs. It could have come out of the heavy concentration of black gangs in Oakland in the SOA universe that they felt vulnerable to.
