Think I might have missed something here but the game was to find a safe room (which wasn't safe but whatever) and then two people press a button to stop the bomb explode.

Bit I'm not clear about is the taggers clear condition. They're obviously trying to stop the others from getting to the safe room, but if the bomb is going to explode if the participants don't press the button then it doesn't seem like the taggers can win?

It's not explained what the taggers had to do to win and survive but I presume if the taggers kill all the others before the timer ends, the bomb would most likely stop too... that's why they both just didn't wait in the room, they needed to kill the gamers, not just stop them from winning.

Yeah, it's this. They had to kill everybody.
