I think not. He is a "hard bastard", and he wouldn't care if he'd leave a girl pregnant. He'd rely on the pull-out method, and he wouldn't let a piece of latex spoil his fun.

IIRC, it was hinted that Dalton's Bond practiced safe sex! I'm pretty sure with the height of Aids in the news it may have been mentioned! Anybody? ;-/

Not so much "safe sex" as they did acknowledge they toned down the sex in the movies because of the AIDS crisis.
