Is Mengsk in league with the Fallen One?

As some of you may know, if you destroy the Science Facility in Media Blitz, you unlock a secret mission known as Piercing the Shroud. In it, Raynor and a strike team infiltrate a Dominion bio-weapons lab on an asteroid orbiting the planet Castanar. There, they find Protoss/Zerg Hybrids being cloned.

Furthermore, we learn at the end that Mengsk wants Kerrigan dead even after she's been deinfested, hence his deal with Tychus. Kerrigan's death is, of course, essential to the Fallen One's plan.

It could also explain how he knew of the Xel'Naga artifacts.

This plot element sounds like the 5th Element. You know, when Zorg is in league with the dark force expecting a big payout when "Mr. Shadow" just wants to end all life (including Zorg's).

Even if Mengsk is in league with The Fallen One, The Fallen One would do what any villain would do, dispose of Mengsk when he served is purpose.

Would Mengsk realize that, though?
