Who actually started the rumor?

I've watched this film over 10x now and im still really confused on who actually started the rumor was it Candy, or Jane?

I also thought Jane was the one who started the rumor about the candidate's daughter being hooked on cocaine. It seems it wasn't true but the girl couldn't handle the stress and rumors. Then, she wanted to blame the opposing candidate for starting it. Right?

At the 1:16.24 mark, Candy comes over to Jane and sits down next to her. He proceeds to tell her the story of the mayoral campaign he was running, and how they both know it was Jane who started the rumor. Therefore Jane is (in)directly responsible for the daughter's death.

It can of course be presumed that this explains a great deal about Jane's behavior. Even Candy hits the nail on the head when he basically says that the two of them are exactly the same, even if she tries to pretend they're not.
