I don't think he's being outright, deliberately dickish. I think he's just distant and detached, unable to relate to people. I think to be a dick implies malice, which Bran doesn't seem to have.

It's kind of like how people with ass burgers or mild cases of autism are often considered rude and aloof about their choice of words. Where society has conditioned us to be polite and to spare feelings, autistic people are a little bit more blunt about what's on their mind. And also very literal. They don't like talking, so might as well not mince words.
