If you're caught peaking down a woman's blouse....not gawking....taking a quick peak (1 second max) (like the scene in the beginning at the elevator) I got to tell you, if that's considered sexual harassment, then women shouldn't be allowed to dress like that.

Technically, if your actions make anyone uncomfortable, then it can be classified as harassment. They don't even have to be directly involved... if you tell your coworker buddy a risque joke and someone overhears it and is uncomfortable, then it's still harassment.
