The key word in your subject title is "Expected". I think a comedy's "funny factor" is often about expectations. I had almost no expectation for this movie, rented it for $1, and ended up laughing my ass off at how funny it was. Sure, it didn't hit on every single joke or gag, but what movie does? By comparison, I thought The Hangover was going to be the best thing ever, and although it was funny, I left disappointed that it didn't deliver as I had hoped. So in the end, if I put Hall Pass and The Hangover side-by-side, I enjoyed Hall Pass way better, which is certainly not a popular opinion.

You gotta set the bar low!

This method doesn't always work, though. I had no expectations for The Hangover 2 and that movie still sucked so hard. Now THAT'S the worse comedy I've seen in years.

This. Exactly my feelings, simply better worded :)
Was watching it only because there was nothing else in the telly at that point, but man, that was one funny movie. Indeed, not every gag was spot on, but quite a lot of them were.
And couldn't agree more about "Hangover". Hyped up, but in the end it was yet another the-gags-in-the-trailer-plus-and-hour-of-trying-to-be-funny.

The few funny parts were very good. The problem was that they were far between. And the bad parts were very, very bad!

This is a cool idea for a comedy, but the execution was so mediocre.

Remarkable how they could make something so mediocre with such a talented cast. Script and directing just wasn't there.

It wasn't very funny but it had some clever parts, like Richard Jenkins being able to capture the ugly vs beautiful sides of a woman's face.
