Why does a Welshman play a German?

Why is the central character in a film directed by a German about a German serving in the US Navy portrayed by a Welshman? There are many good actors in Germany who could have played the roll.

Bale is not a Welshman. His father is South African, doesn't that make him an Afrikaner?
