Homeland security job really a CIA job?

While I'm sure Homeland Security probably has tentacles all over the world, the "job" in Columbia sounded very much like a CIA job. At best, DEA might have active ground agents in Columbia liaising with the local anti-narcotics effort but I kind of doubt they would be recruiting guys like Jim.

His job seemed very much like being recruited for a semi-disposable CIA position, especially given the kind of obnoxious guy in the corner was the one asking for him.

As a former Ranger with strong combat experience Jim is exactly like the kind of guy who would be recruited to be a trigger for an off the books CIA paramilitary team. They would probably even scrub his application back at DHS, stamp "rejected, failed drug test" on his jacket and deny he ever worked for them. If he did well in Columbia and survived, he might get rotated back to the US and given a job or kept running around on CIA projects until he expired.
