How do you get a copy of Phil the Alien?

Just wondering if anyone can help me out. I'd like to watch Phil the Alien but don't know if it's available on DVD or video.

I had not ever heard of this picture nor have I watched it, however, I saw it at the local super-market (Weis Markets) on the rack for $7.99 new.

I bought it at the local Sassy Lion thrift store for one dollar. It was in a verve "urban hymns" CD case. I suspect that isn't the regular packaging, since it would be remarkably confusing to shoppers.
