To me the best GG would have been Dorota. Who was helped by Vanya and the never seen Larissa along with the other "help" from the UES.
But it would also mean that she is rotten to the core and directly and indirectly caused a lot of pain. Also the mother/ daughter relationship with Blair would have been a fake. She must have enjoyed seeing B suffer while pretending to be honestly concerned with her happiness and well being.
Created by the parents. They hoped that by putting a spotlight on their children's bad behavior, that it would caution them against acting out. It failed. Big time.
shareI could see Lily paying somebody else to be GG. She would influence Serena way more by having control of GG and knowing what she is up to and scorning her in public, since Serena resented her so much for putting romantic relationships before family.

* I’ve known since the pilot first aired that Dan Humphrey is Gossip Girl. Gossip Girl writes about Lonely Boy when Dan is unknown. Gossip Girl immediately tries to make Jenny important. There are more hints in the pilot. And the rest of the series has Dan’s being Gossip Girl make sense. By the season 5 finale, when Gossip Girl says “Serena Van Der Woodsen is dead to me.”, who else could possibly be Gossip Girl? Only Dan knew of Serena’s betrayal. He tells Serena he doesn’t want to see her again.
Even Georgina and then Serena being Gossip Girl makes the most sense with Dan being Gossip Girl.
* First off, it’s implied that perhaps a few select others could post as Gossip Girl. Dan probably gave very strict guidelines.
