They didn't really think that it would make Regina's face smell like a foot, did they? It's just peppermint scented cream. Why not give her cream with like garlic powder mixed into it or something?

Yeah I agree. Maybe they hoped it would make her break out more since it's not supposed to go on your face? Or do mayo/sour cream mixed with something since it gives that lotion look.

It's because feet is associated with being unhigenic and they put feet cream on her face therefore her face was unhigenic from that point forward. Forever.
