Aside from when he molests the mentally disabled older child during Halloween, when he was 8 or 9... There is a scene when of Neil, when he was 17 years old or so, when he was narrating a baseball game, when he interacts with some random child that approaches him in the narration booth, and Neil is pretty affectionate to that kid. Even his friend, Eric, seems to find that interaction weird.

Not to say that he didn't enjoy it, but when someone like "Coach" normalizes that kind of behavior by acting like they're just having fun, an impressionable child can take it to heart and not necessarily think it was wrong. When stuff like that happens to a child, it challenges their beliefs of what constitutes normal behavior. Neil was so profoundly affected by the events of his young life that he didn't see sex as special and intimate... He just saw it as a way to gain the upper hand in people, especially younger ones.
