This film was meant as the unofficial Men In Black 3 as "Doggie" is actually Frank from the first two films...he's working in San Francisco, keeping an eye on alien-on-Earth Johnny...
However, the budget was cut back so much they couldn't afford the voice actor or any effects so the film became about the alien trying to relate to human beings and failing....

Having found Wiseau aimlessly wandering the streets of San Francisco saying "Oh, hai..." to everyone and everything, he decided to use him as a "front" for a intentionally bad film. He wrote down whatever Wiseau said into a tape recorder about his imaginary friends and filmed it as described.
