Towards the end of the movie, when Marco speaks to Meryl Streep on the phone, was he really "activated" or was he just pretending?

In the earlier scene he cut the implant out of his back, but did he get another one we didn't see?

He was really activated.

He cut out a GPS chip, but not the mind control probe which lives in his brain.
