NCIS director Jenny Shepard (SPOILERS)

So I just finished watching the episode where she decides to stand in the middle of a room and face 4 heavily armed men. I guess she wanted to commit suicide (there was a mention of a terminal disease) with her boots on but there are more pleasant ways to do that.

Why didn't she:

1) Pick up some body armor, a semi automatic rifle, a kevlar helmet and multiple magazines along the way? California may not be Texas but a director of NCIS should be able to acquire all these things easily.
2) Barricade the entrances with heavy items so she could shoot at the perps while they attempted to break in?
3) Instead of getting water, have her partner hiding outside behind a barrier picking off perps from another angle?
4) Wait behind the bar to provide some cover?

She had at least an hour to prepare.

I may not be a highly trained field agent but I would know to do all these things.
