It's a creepy bit of right-wing propaganda. Very rare stuff like this today, although I am sure it was more common in the early '80s. If you get the opportunity to watch it, try to watch the version with the bookends from Peter Ustinov in the library where "Mobil Showcase Network" is mentioned as the sponsor. That discussion adds an additional layer of creepiness, which I'm sure was the intent.
